Add a French dictionary to the Chaos email program.

Users who work regularly with the Chaos Intellect and Chaos Time & Chaos email programs have noticed that they have a dictionary of terms to correct misspelled words in the texts. By default, this dictionary is only available in English. Its authors have thought that this is a big limitation, so occasionally they release plugins, like this Spell Check Dictionary: French, to increase the number of available dictionaries.
